Each of these north stars contains a vision statement, a list of strategies to achieve the vision, measurable outcomes, and indicators that will be tracked to understand our progress. These are not comprehensive or mandated lists of actions and metrics, but rather mutually agreed-upon best practices and ambitions that we will strive to implement.

The first pillar, meeting foundational needs, contains the housing and health north stars, asserting that stable housing and good health are basic requirements for any one person to lead a full and dignified life. The second pillar, supporting mobility drivers, focuses on the education and quality work north stars, outlining how individuals are able to grow and develop once those foundational needs have been met. The third pillar, building power and capacity, outlines the power north star and establishes autonomy and collaborative leadership as essential components of an equitable, flourishing community. Together, these three pillars assert that when individuals are better off, the whole community thrives.

Additionally, there are key themes and priorities embedded within each north star that while not explicitly stated in each vision statement, are essential to the framing of our work. They include:

Climate Resilience

Environmental justice acknowledges that community members who are socially disenfranchised and economically disadvantaged are also most vulnerable to the effects of climate change such as rising temperatures and increased flooding. The impacts of climate change have deepened in Providence, and we must prioritize investing in our environment and social resiliency. Central Providence Unidos maintains an eye towards these truths in all strategies proposed throughout this Roadmap, especially as they relate to the built environment, infrastructure, and community development.

Narrative Shifting and Its Intersection with Arts & Culture

Cultural organizing, the art, media, and public communication we produce in support of our strategic efforts, plays an important role in the implementation of this Roadmap, as it asks the broader community to accept and value concepts of equity, acknowledge historic and ongoing disenfranchisement of communities of color, and adopt an orientation towards mutual aid and community support. We tell and uplift stories of interdependence, abundance, and belonging to promote a multiracial and just society.

Community Measurement & Data Collection

Publicly available, regularly measured, and disaggregated (by race, income, gender, etc.) data guides the work and decision-making of Central Providence Unidos but sometimes does not capture the full picture of conditions in Central Providence. We seek to obtain and uplift community-produced data, inviting community members to share their lived experiences through surveys, focus groups, and data interactives.

Governance Structure & Roles

Central Providence Unidos is convened by the Woonasquatucket River Watershed Council, governed by an Executive Committee, and comprised of the Central Providence Collaborative.

The Woonasquatucket River Watershed Council convenes Central Providence Unidos and facilitates the implementation of the Central Providence Roadmap by the Central Providence Collaborative. Urban Institute defines upward mobility as having three interconnected dimensions–dignity and belonging, economic success, and power and autonomy–and proposes five pillars of work around this definition: rewarding work; high-quality education; opportunity-rich and inclusive neighborhoods; healthy environments and access to good care; and responsive and just governance.

Central Providence Unidos draws inspiration from the mobility metrics associated with this framework, as these are proven and high-quality indicators that demonstrate movement along the mobility scale.

Collaborative Governance/Co-Governance

In developing a governance structure that is driven by community members and informed by the deep history and expertise of the local organizations, Central Providence Unidos draws on resources and a body of work around collaborative governance, or co-governance.6 Co-governance promotes the shifting of power and decision-making to people in communities, and provides a model for collective decision-making among residents, government, and institutions. This model shifts typical single services programs common in the nonprofit sector, to deliver more coordinated cross-sector approaches at scale. It does this by relying on a network of community members, organizations, and institutions with shared values who learn together and integrate their actions to achieve local and systems-level change.

Popularized by Stanford Social Innovation Review in 2011, collective impact is an established model pursued successfully across several domains, including education, healthcare, and community development.

While collective impact is a powerful approach for social change, there are some considerations to keep in mind, especially equity. While collective impact has been formalized relatively recently, community-level collaboration and organizing, especially in communities of color and other marginalized groups, has been in existence for far longer. Action also must be taken to promote equity through every level of a collective impact effort to ensure that community members most affected by disparities are central to the effort.

To address such concerns, the Collective Impact Forum suggests the following ways to center equity in collective impact approaches:

Ground the work in data and context, and target solutions.

Focus on systems change, in addition to programs and services.

Shift power within the collaborative.

Listen to and act with community.

Build equity leadership and accountability.

Central Providence Unidos has committed to these principles to help guide our work through 2032, ten years after the release of the first Roadmap.

The five conditions of collective impact include:

A common agenda

To advance a common agenda, participants have a shared vision for change that includes a shared understanding of challenges and a coordinated approach to take action.

Mutually reinforcing activities

Bringing together diverse stakeholders, each participant engages in activities specific to their expertise, while also aligning with and supporting others across the network.

Shared measurement

Supporting advancement of a common agenda, participants track outcomes in the same way, and engage in ongoing learning, evaluation, and accountability.

Continuous communication

Emphasizing trust, respect, and transparency, participants commit to building and maintaining relationships, as well as sharing information, to bolster strength in the collaborative effort.

A strong backbone

For collective impact to be successful, it is critical an entity be identified that serves to coordinate the larger group, and to help focus and dedicate resources to advancing the work as a whole.

In 2021, recognizing a need for documentation around shared purpose, priorities, and strategies, One Neighborhood Builders began drafting the first Central Providence Roadmap. Though many plans had been developed for the city of Providence and individual neighborhoods, this was the first to outline a vision specifically for the 02908 and 02909 ZIP codes. The first version of the Roadmap built on lessons from programmatic subgrants across the landscape of health equity work in Central Providence, responses to a partner survey, interviews with partners, results of an asset mapping event, and Collaborative convenings to review and revise drafts. In March of 2023, Central Providence Unidos unveiled the Roadmap.

Since then, Central Providence Unidos has engaged with Race Forward, a national organization dedicated to building collective power to counter structural racism, to revise the Roadmap after its initial release. By engaging deeply in the work of our Housing Working Group, Race Forward offered Central Providence Unidos a set of tools, processes, and frameworks we were then able to apply to the other working groups and the collective work as a whole.

Each working group revised the language of their respective north stars to be more race-explicit and focused on root causes. This process has been foremost informed by local data that indicates racial disparities in outcomes related to our focus areas. Each working group analyzed the data based on their lived experiences, historical knowledge, and professional insights to uncover the root causes of race-based disparities. They then conducted a power-mapping exercise to identify decision-makers in Central Providence relevant to their respective focus area. From there, each working group prioritized strategies to target these root causes; this is the language that now appears in this updated version of the Roadmap. These strategies rely on targeted universalism, an approach that seeks to uplift those who face the most economic hardship in pursuit of universal goals, thereby benefiting the whole community. They also recognize economic prosperity as a shared project rather than a competitive zero-sum game.

After a decade of being supported by One Neighborhood Builders, Central Providence Unidos transitioned out of the organization. Through the dedicated work of the Executive Committee, Central Providence Unidos has found a new home with the Woonasquatucket River Watershed Council, where the coalition will continue to lead economic, environmental, and social change.

Data Culture & Evaluation Framework

Evidence-based practice is at the center of to Central Providence Unidos’ work.
